Can you identify this part???

This came with a bunch of WH stuff I picked up a year and a half ago, it's just been sitting on my shelf since then and every time I walk by it I say to myself "I wonder what the heck that thing goes to?" I have an idea, but want to confirm with you guys. It says "Haban Mfg Co., Racine Wisc." on the case, don't know if you can make that out or not from the picture.
