C-145 Governor operation

I am looking for some advice regarding my recently acquired C-145, 14 hp Kohler which I am getting back into operation.

When I first got the C-145 going, I noticed that the engine ran rough and the machine had a very difficult time ascending a slight grade. The engine would bog down and the governor did not compensate as I think it should. The engine does not blow smoke.

The spark plug was black and I installed a new one. I then installed a kit in the carburetor; I adjusted the hi-speed stop on the front of the block for the throttle cable to increase engine speed, which my ear told me was low (no, I do not have a tach to confirm); I checked the initial setting on the governor per the engine manual, which appears correct; the governor spring is located at the third hole from the end of the arm, as per the engine manual. This combination of actions greatly improved overall performance, however the governor still does not compensate as I believe it should.

I thought maybe I was experiencing a governor sensitivity issue, so I then moved the spring one hole closer to the cross shaft as discussed in the manual, but that change did not seem to do anything one way or the other. The governor does operate, as indicated by response to manually moving the governor arm to reduce RPM – the governor does respond to that by pushing back.

Any thoughts/suggestions?

Doesn't sound like a governor issue to me - more like a fuel issue. There's enough fuel to operate, but when you need more gas, the flow ain't there. How's the fuel lines into the carb and from the the fuel tank? There should be a screen in the fuel tank outlet, is it clear? How's your fuel pump?

Just some things to check.
