Flat Pully 6740 bearing bad

Hi,

I am trying to get my Charger 10 mowing. The mower and deck it came with seems to have been left out in the weather. I seem to have all of the pullys working except the 6740 flat pully. Seems like the bearing is bad or frozen.

1. Can they be oiled up or do they need replacing? I could not find any on ebay.
   
2. Can I use a different flat pully? I seen one from a B165 for sale.
