Hey Flash. Welcome to the forum. That is a good lookin' tractor. The seat doubles as a laptop. About your problem it may be governor related....well somebody posted while I was typing so maybe you have an answer...

I'm going with the governor. First of all, the throttle cable does not connect to the top of the governor arm, but to one of the holes in the disk behind the arm, depending on what direction the cable is coming from. There should be a rod with z-bends between the top of the governor arm and the throttle shaft of the carburetor, along with a light-weight spring. Once you get all the hardware hooked up correctly, and adjust the governor according to the manual, you should have the problem solved.

All those springs should *NOT* be on there.......

That is why you can;t get it.

It is possible that if you had a plastic govenor gear that it let loose. Try this, take the springs off. Hold the throttle arm half way and you should feel something indie try to force your finger back, if not then you need to stop running the engine and find the broken pieces that are in the bottom. The dipper will also be busted off the connecting rod.

I think they hit it on the head, fix and replace the linkage, then the long bracket on top of the engine turn it around and bolt it back to the starter top mount.
