Nice looking little charger.

Have you tried plugging it in and turning it on the check the output with a meter?

THE NEGATIVE AND THE POSITIVE WIRE LEADS THAT GO TO THE BATTERY TO BE CHARGED IS OFF, SO BASICLY I NEED TO KNOW WHERE THEY GO. THERE IS A MAGNIT LOOKING THING IN THE BOX. DOES THE POSITIVE HOOK TO IT OR THE NEGATIVE

Hmmmm. Is that magnet looking thing a transformer??

After the transformer, there should be a couple of diodes. Those are where the output wires go. The diodes may be bad, and that is why you got it so cheap, and why the wires were cut off. Do you have an ohm-meter to check the diodes with?

BTW, turn your caps-lock off. It's synonymous with yelling on the internet.

Could have a bad diode, capacitor, or even a blown fuse

That'll work.

While you're at it, you should set your meter to AC and check the ripple to see if the diodes are still good.
