problem with 310-8 front wheels

hi i just picked up a 310-8 a couple days ago. didnot get to check out alot yet but hear is my problem. the tires are cracked bad and need to be replaced. went outside today to check something on horse and the front tires are touching the axle and the tab the tie rods attach to. no space. on the inside of tire. maybe low on air horse sat awhile but it is touching. wh rolls but no space. could these be the wrong rims or is there suppose to spacers there. the guy owned this for five years and told me he never changed anything. any help thanks joe this is the same on both sides????

You may have broken welds on the spindles where the tab attaches causing them to move and not be 90 degrees to the actual axle part the wheel slides onto. I had a 314A with the same problem.
