633 drive belt spring

I recently aquired a model 633 that was partially assembled. I have pretty much together, but I'm not sure where the transmission drive belt tension spring attaches. It looks like it would hook into a hole casted into the rear axle housing. But when hooked there it rubs on the brake band. Is this right?

That's exactly where the spring attaches, and it does rub on the brake band.
