Since it looks like it leads to the sparkplug end of a vert and it's long enough to touch the frame, my guess is it's the kill switch for grounding out the plug. B)

The White Part Is A Pice Of Plywood That Has Been Cut Into A Stick & Has Black Electrical Tape Holding It Onto The Plug Wire. Most Likely Used To Remove The Plugwire From The Plug Hence Killing The Engine, Just Like Karl Said!

The old owner of the tractor did not have a ignition switch on the tractor so this is the ON/OFF switch. Ya' simply pull on the white stick to pull the plug wire off so's ya' don't get shocked! <_<
