no what ever side is easy to get to, it is a straight hole, with the old metal center wheels I use heat if it does not come right out.

A 3 arm puller and heat, or drill the shaft out till it comes out of the wheel, the shaft is just 3/4" bar stock with a roll pin hole on both ends.

One thing I like to do, if replacing the steering shaft is required, is to drill the roll pin hole in such a position that the steering wheel spokes are at the 2, 6 and 10 o'clock positions with the front wheel pointing staight. it always looked wierd to me with the spokes in any other position.

Cut the shaft off, put on the drill press and drill away just dont go all the way through. Start with a 1/4" bit and work up from there. You will know when you hit the bottom of the hole as there will be a gap between the shaft and the steering wheel. Try to get the roll pin out first.
