Need positive ID assistance

I have been contacted by someone who wishes to sell her late husband's Wheel Horse. Here are a couple of pictures that were sent to me:

Looks like maybe a 400? She says the serial number tag is worn and only the first two digits, 2 and 4 are readable.

I'd like to make an offer.

That's a nice tractor with all the goodies included. The deck is also correct. Nice find.

Any suggestions as to what might be a fair offer? I know it's subjective, but since I have never owned a round hood, and all of my dealings have been with '66 and up, I feel I need a bit of help here. This lady just lost her husband a little over a month ago, so I don't want to take advantage of her. I would like to land this one at a fair and honest price. It will be a 7 hour round-trip drive if I get just this one. It will be the same drive, but with a 12 foot trailer if she decides to part with her C-160 automatic with snow cab and plow.

Personally I would like to get it as cheap as possible but if I had to pay a fair value since it is complete with extras I would go somewhere in the $700+ range...they are harder to find around Minnesota. I would top out a $1000 if the funds were available.

$600.00 Each, $1000.00 for thr pair. Depends on the situation she is in. That could be a touchy subject. She might think there worth alot, or shes attatched. Then again she might just want them gone. I had a friend that was sick, He was asking $400.00 for a Very clean 1257, all ariginal. Then when he passed she decided to keep everything he owned. Now it sits in the driveway with a ripped gas grill cover over it.
