tires filled with something

i just got a c-81 and the rear tires have something in them but i do not know what.

the guy i got it from says they were filled years ago and he never had to worry about flat tires again.

anybody have any idea what it may be?.

you can see it on the tire. it's very thick and gets goey in the sun.

each tire weighs at least 100lbs.
