Save Old Iron

If the hollow pipe extends thru the steering wheel hub, take a fine tooth bimetal sawzall blade in a blade holder and manually cut through the inner wall of the pipe, stopping just before you touch the threads in the wheel hub.

knock inward with a cold chisel at the cut section of the hollow pipe and the pipe will eventually collapse inside the hub and break off large sections of pipe out of the hub. If not, cut another slot opposite the first slot and knock in again.

Some tedious work, but it will can save the steering wheel. I believe there are some similar posts here about using that same basic technique for removing the exhaust port close fitting in a kohler engine block.

The common method is the first described here. I've used it on both Cubs and JDs with 100% success.
