rusted on rear wheels?

Ok I have a WH with the old peerless tranny and the slits on the rear axle I have used a can of the PB Blaster took off the washers and clips and no luck yet with the slit in the axle is there a key I have to remove? I don't see any on there. I hate to take it to a Toro service center to get them off, and get my wallet drained.

so i never worked on a toro lawn tractor but maybe some hear on the rim would help,not too much as to melt seals or any thing else,some guys drive them around and turn alot at speed,maybe that will break it free

just leave the rim on. change the tire while its on the tractor, or put tube in.
