Does it use retro-reflective tape and where do you read it?

Stick a little piece of reflective tape on the flywheel screen. Aim the laser at the tape and read.

Couple feet of tape comes with it.

Any silver tape such as aluminum duct tape will work. Just cut a small 1/2" square. A roll will last a lifetime.

Good advice, Bob...

That's much more cost effective than my MAC digital inductive tach/timing light I purchased years ago, lol.

Plus you can use the laser tach on anything, not just engines.
