This is not my tractor and I have never seen this attachment before. The vac system looks to be powered by the PTO, probably just like how a tiller is powered. Neat idea if its custom.

That is the only pic of the vac system that I have, and it's not really even mine. It is one that I saw on michigan's craigslist. I'll pm you the address, as it's against the rules to post it here.
