It is not Wheel Horse.

Someone built it to get power to the front (or back?) of the tractor for maybe a brush hog mower.

It looks like the "F" brackets slide over the footrest support rod and the pin might go through the transaxle mounting plate holes or mount to something on the front of the tractor?????

You need to place it under a tractor and see where it lines up.
