'88 520 deck will not go all the way down

The 48" deck will not go all the way down so the front wheels will touch the ground. The chain on the lift has slack in it so that is not the problem. What could it be?

Front tires don't really go all the way down, they are anti scalp tires. Get underneth and measure the height to blade. How is the height adjustment lever set?
