Engine slow speed?

Hi all. As most of you all know I have a 1985 11HP Briggs I/C 400cc engine L-head. It has a nice clean carb, runs super smooth, and nice. It also has a new plug. The issue is when i placed a tach on it and at max trottle its reving 3200 +/- 20 rpm. When the mower deck is engadged (the deck is cleaned and all greesed and lubbed up, also has a new belt on it.) it goes down to 3000 +/- 30rpm and the govenor is open and working fine. The issue is, why isn't this theng running at 3,600ish rpm and how do I get it there? Thanks. BTW, it has nice fresh oil in it, has about 380ish hours on it. Also, it starts great in cold weather with little choke and you need to take the choke off within seconds of it being ran. Then I jsut put it on full trottle and go from there. So, hopefully you guys assist me and get my little baby running at the correct rpms. Thanks..

You have to bend the portion of the throttle control lever (on the throttle linkage) where the governor spring attaches.

Get the service & repair manual on the Briggs & Stratton website (or your local library or bookstore) and you'll find the exact instructions on how to bend the "tab" and how to make the proper tool to perform the job.

Yeah, I got the manual but I don't understand how it would help? Isn't the govenor already maxed out? it seems like it..

Bending the "tab" stretches the spring (more tension) - which causes it to pull harder against the force of the governor arm.

To follow up on what TT said, if you checked that the gov is maxed out when the engine is off, that has no bearing on the govenor when the engine is running. Make sure you don't go top far in the opposite direction or the engine will not last long.

sgtsampay- Briggs&Stratton specifications for your 11 horsepower engine call for a top speed of 3300 RPM. Your engine number on the blower housing should be

253707 0158 01 . I would not set the top speed any higher than that on my machine.

Hi all. Well I did some carb cleaning and toke the whole carb off. I also found out that the manual says to put it to or around 3400 RPM. (I didn't see you post until now rick, sry. I think I made a mistake based on your point..) So after cleaning the carb, I also cleaned around the govenor stopper thing as there was some gunk not letting it open up all of the way. I then bent the little tab a little bit. (I mean like mabye a 1mm out) After that I put everything back together and reajusted the carb as it needed to be tweaked from the cleaning. I then place my snowblower tach on it and reved it up. it got to 3800 and pto gets it to 3700!. Opps. I did order a perment tach for the tractor, so I can keep a close eye on the engine speed so I don't kill it. I also run full syn oil in it. Anyway, since I screwed up, I decided that I will leave it alone and not re do the gonvenor, but only run at or around 3400ish rpm. Thanks you help all and I hope I didn't screw things up to much. BTW, its relly purrs now! LOL.
