D250 hydraulic issue

I am restoring a 1976 Wheel Horse D250 equipped with an HY-2 hydraulic pump. While the tractor runs and drives—and lifts perfectly when the control rod is pulled back—the hydraulic lift pressure refuses to release when I push the rod forward. Currently, I can only release the pressure manually, either by pressing down directly on the control arm or by removing the cylinder's top bolt cap and pushing the cylinder down. It feels as though the mechanism is misaligned or lacking sufficient downward travel. Does anyone have a diagram of this setup or guidance on what to check? I could probably rig the guide to force more downward pressure, but I prefer to fix it the right way. Thanks in advance for any advice!

Thank you, I did already have this PDF. It seems to focus more on the pump and not so much the control valve. I do appreciate the post and I'll take another pass thru this to see if it helps. The pics are horrible in this file and same for the service manual! Maybe because they are all scans of the original? Take care...

The service manual says the cylinder—which they call the shift shaft—can be removed. Unless anyone has a better suggestion, I’m planning to pull it out this weekend to take a look. Stay tuned!

I removed the pump along with the shift shaft but didn't find anything obviously wrong; it wasn't frozen and moved freely up and down. I also had a hard time matching my setup to the diagrams in both the pump and service manuals. It makes me wonder how the D250 setup differs from when this pump is used in other tractors.
The only thing that stood out was how strong the spring was—perhaps it's the wrong one? Ultimately, I cleaned the filter in the pump's oil storage chamber and reassembled it. Because I couldn't find a standard solution, I had to rig it to get it to work: I applied some JB Weld to the plastic guide to force the rod down, which successfully releases the pressure and lowers the tiller and front plow.
It isn't pretty, but I'm the only one who will notice. Putting this tractor back together has been a massive project, and it is easily the most complicated compact tractor I've ever worked on. I've attached pictures of the modified guide and the tractor itself. I'll report back once I get the mowing deck installed to see if that works!
