520xi mower deck cutting uneven

I have a 520xi with a 48" deck. I'm trying to get the deck straightened out. The only way I can get it to cut even is if the front anti scalp wheels ride on the ground which I know they shouldn't. With the rear wheels at their highest point, the blades are sitting at 2.5" from the ground. The side to side is also out of whack. The non discharge side is at 3.25" and the discharge is at 2.5". I can't level it with the adjustment because it moves the deck the wrong way. Am I missing something? Any help would be appreciated. Thanks

Xi decks have two hangers.  They are eye bolts I believe.  They both need to be even (and present for that matter) to hang correctly.  :handgestures-thumbupright:

So both eye bolts are there and look even. I think the issue may be with the deck. I took the deck off and it might be in the brackets or the deck itself

Seeing weld repairs, I’d surely check to find what’s warped, or different from side to side.  It should all work in one smooth motion.

Wow.....that weld :blink:.  No way that bar is straight after that, uh "repair".

 

I only have a 52" Xi deck to compare/look at, but one thing to note is the "P" clamps that hold that bar to the deck.  The one on the right of my 52" deck near the deck height adjustment lever is solidly mounted.  The one on the LEFT side is mounted on slots so you can loosen the bolts and level rear of the deck left/right.  

 

Please ignore the massive amount of rust and rot.  I was hoping to rehab this deck, but it is unfortunately complete trash
