Looking for help repairing the "braking"

I own a used Wheel Horse 16-38 HXL. Model 71225.

Looking for help repairing the "braking".

Any manuals with diagrams or sites that might help?

I've removed the right wheel and removed the cotter pin & brake adjusting nut.

I have 2 issues

1. looks like CLUTCH/BRAKE ROD is no longer connected to the BRAKE SPRING. When I push down the PEDAL-CLUTCH/BRAKE, i can feel the CLUTCH/BRAKE ROD move but the BRAKE SPRING connected to the actuating arm doesn't move. How do I connect those?

2. Feels like the  actuating pins  on the "brake unit" are rusted / frozen in place. How do I remove that unit to repair or replace? (Note: actuating arm is hiding the actuating pins in this picture.)

Thanks in advance.
