TroyBilt Horse Tiller Carb Linkage Help Needed

I have a Troy Bilt Horse Tiller model 12056.  It runs great, however, the linkage that connects the plate that's attached to the slow-to-fast lever to the throttle linkage must have fallen.  When I move the handlebar lever from slow to fast nothing happens because of that lack of linkage.  There as a spring hanging down (governor spring??) but I have no idea where it's supposed to attach either,  
Can someone tell me what part / linkage I'm missing and where it connects from the bracket to the throttle lever (last two pictures)??  Thank you!!

The throttle cable has to tug on the spring but do not know what is between the two.

Here is the service manual

Sometimes the engine operator manual has more on the subject that may help. The illustrated parts list here also is not correct for your engine.
