PTO Clutch Plate

What's the correct way to remove these four bolts?  Engine turns.

If you don't have a power gun you could put a spare wrench on one of the other bolt heads with the wrench body (on a loose bolt) against the shaft to loosen the last one. Or smack the end of the wrench that's not on the bolt if you can't get it loose with a quick turn

If I don't have an impact, I just put a ratchet with the correct size socket on it and give it a bit of a pop or smack and they come loose.

YUP, impact driver is the easiest. Sharp impact to a wrench is second

But if it's a gear jammer tractor just leave it in 3rd gear with the clutch pedal out and that should stop the crank from spinning. Plus you can even hold the brake pedal since you're right there too.
