What tractor was this tiller kit intended for in 1987?

Have asked this before and never got a response likely because nobody knows. Time to try again.

Click on the picture in the link. Have listed all the parts to see what they are and where else they were used and it is interesting.

Most of that stuff seems universal. Ive seen D hubs on a 416 before. Never seen this before

I would think 27” rear tires would hit the fender on a 400 series. At first I thought it might be for a C-195, but they stopped making that tractor in 1984 I believe. Then I saw those clutch spacer things and remembered all Super C’s were automatics. I’m kinda stumped on this one? I’ll definitely be following this thread to see if anyone has the answer. 

 Just thought of this too, I don’t think you could steer with those large front wheels with a 48” mower deck. Changing the tires just to put a deck back on seems like a pain in the neck. 
I might loose a little sleep over this tonight…………😂

It has been said that although Toro took over in 1986 they did not get really involved until 1990 so must be something Wheel Horse developed.

Here's a post from just over 10 years ago. Some good points to ponder. Initially the footrests made me think about an older model that didn't originally have them.

I think that it may have been for the European Market. Using the different nomenclature (sandpaper and pin-cotter) is a clue. The footrests could be a different design/angle so that the seat pan could be raised to compensate for the 15" wheels. More Europeans have small gardens than here in the USA. BCS and Grillo still command the two-wheel tractor market there.

My guess is that the kit was for more ground clearance so the tractor can be used over and between rows when working a garden.  It may not be just for a rototiller.

I am wondering if a 27 inch diameter Tire would even clear the rear foot plate support rod that is on the later tractors. I don't know what year those came out but the 1977 did not have it.
