What tractor was this tiller kit intended for in 1987?

Have asked this before and never got a response likely because nobody knows. Time to try again.

Most of that stuff seems universal. Ive seen D hubs on a 416 before. Never seen this before

I would think 27” rear tires would hit the fender on a 400 series. At first I thought it might be for a C-195, but they stopped making that tractor in 1984 I believe. Then I saw those clutch spacer things and remembered all Super C’s were automatics. I’m kinda stumped on this one? I’ll definitely be following this thread to see if anyone has the answer. 

 Just thought of this too, I don’t think you could steer with those large front wheels with a 48” mower deck. Changing the tires just to put a deck back on seems like a pain in the neck. 
I might loose a little sleep over this tonight…………😂

It has been said that although Toro took over in 1986 they did not get really involved until 1990 so must be something Wheel Horse developed.
