If I remove the seat and the seat pan on my 1967 Lawn Ranger, does the trans axle still have the old two bolt holes that you can bolt the old C spring to?

Yes, I think the holes in the tranny would still be there, they are there on our 1257 and the lawn ranger is basically just a mini version of the bigger Wheel Horses.

So bolt the spring on top of the hitch with bolts 1/4 inch longer.
