417 running rich and rough

When i start my 417 it runs nice and smooth for about 15 seconds then it starts running rough and puts out black smoke.  I tried turning the adjusting screws on the carburetor 

 

 in but it didn't help.  It had been running fine,

Check for spark on both cylinders.  Could  a bad plug on one...

Spark plugs are good and I've tried running it with the air filter off

Remove the carburetor, disassemble and clean it thoroughly.  Replace any questionable parts and gaskets.  Adjust per the manual, you do have a manual?  See the manuals section for the engine and tractor information.  Replace the fuel lines and fuel filter so you don't foul the newly cleaned carburetor.

if you tested them by laying them on the block that is not decisive neither is the Harbor Freight tester.  Some plugs will not fire under compression.
