It should be touching the belt to stop it with the PTO not engaged as shown. Adjust it and check it when it is engaged that it is clear of the belt... I rotated the idler tab clockwise a bit and also added a guide on the other side fabbed from a thin rod to help lift the belt out of the engine pulley groove when the PTO is disengaged.
