i’ve been working on this 1056 off and off for the last couple years. I sold it and bought it back for the transmission which in the end I did not need. There was a lot of things wrong with this tractor. But the weirdest thing I’m seeing now is, I have the throttle cable installed on the push pull system for the governor everything works fine when the engine not running, but when you start the engine, I can’t accelerate it meaning the push system does not work. I’m done a lot of these over the years and I just don’t understand it. Any thoughts?

It should be pulling the throttle. First, the governor must be set properly according to the manual. Then the adjustment on cable conduit near the governor connection must be made. 

Loosen the cable clamp holding the conduit. With the engine running and the throttle knob set to full throttle, pull the conduit through the cable clamp until the engine is at full throttle and 3600 RPM is achieved. Lock the clamp. Push the knob in and it should go to idle.
