K341 valve clearance

I have a 16hp I'm putting valves in and I thought you set the end gap at top dead center? This one isn't working out that way both valves are a little open at tdc with zero end gap? Am I wrong or is the acr broken?

Try rotating the crank 1 revolution.

Because you're at TDC on exhaust stroke. You need TDC on Compression stroke (or roll piston just PAST TDC compression stroke by about 1/4 inch down to be 100% sure you're not touching any part of the ACR)   

 

Alternatively if you don't want to be bothered figuring TDC and stuff, roll engine til one of the valves is full open and check clearance on the other valve. 

 

Edit to add: just an aside Valves have a bit of "overlap" at TDC on Exhaust stroke as the exhaust valve closes, intake starts to open, and that causes the exhaust flow to start pulling fresh air IN as exhaust exits , giving intake a tiny bit of head start.

New or used valves?? They are left long for fitting on the non-adjustable tappet 7 & 8 hp engines if new....
