The stator under the fly wheel for my kohler engine is caked full with oily dirt and grass do to a leaking crank seal. Is it ok to submerge it in the parts washer of kerosene to clean it ?

NO, NO, NO, and NO.

The windings are insulated with a varnish coating which would very likely be compromised, ruining the stator. 

There are many electronics-safe cleaner sprays that you can use available at auto parts stores and online. Most are best used in extremely well-ventilated places, by the way.

Ah ok didn’t think about the insulation. Good thing I asked.

Lightly brush off what accumulation you can first - an old tooth brush works fine for this. A thought - check for continuity between the end of the winding and ground before & after cleaning. No need putting a compromised stator back on.....

Well, it was charging when I took it apart, but who knows. I will check it

There is a product from CRC called electric motor cleaner.  It's the correct product for this situation.   Stator windings and motor windings are basically the same.  Both are insulated with a varnish coating
