The "NEW" starter motors available on the internet (eBay & Amazon) are quite often junk that is not worth buying. I presume you have tested your battery and the starter motor by running a jumper from your fully charged battery directly to the starter post. IF the magnets are broken or severely chipped, it throws off the required symmetry of the magnetic field. This happens either by dropping the starter, or more often, when some maroon hits it with a hammer...
