79360 Blower PTO Adjustment?

Last year I picked up a second 414-8 and put the 79360 Snowblower on it as a winter tractor.

While clearing the chute - the plastic clearing tool got stuck in the augur because it was still spinning.

The augur seems to spin for quite sometime after releasing the pto.

I remember (I'm over 60 so memory can be iffy) the augur stopping almost immediately on the other 414-8

so

1. there's nothing wrong with the set up and I'm just remembering wrong.

or

2. A pto adjustment is required because the current set up is dangerous.

or

3. it's a belt issue which I think is highly unlikely

 

About 5 seconds into the attached video I release the pto and the auger spins for another 15 seconds.

Item 23 is the pto brake. Is it adjusted properly or possibly worn?

With the engine not running apply the pto. Loosen the pto brake bracket and slip a business card between the pad and the hub. Hold it tight to the hub and tighten the bolts.
