When turning the throttle rpm’s don’t rise till about it’s halfway up then it randomly jumps and rises rpm’s. What could this be bad cable ?

Most likely the way the outer cable casing is secured at the engine end.

Loosen the clamp and pull the casing back away from the engine a bit and retighten.

Might be caused by some crud in the linkage between the governor and the carb.  See if you have a build up of gunk there.  If so, clean it up with carb spray.

@Matt0000  typically , cables are laid out , WHERE THEY DO NOT WANT TO BE , have rerouted and smoothed out function as I went , also added a few screw on cable clamps at related screw trim spots , used  SUPER LUBE , synthetic lube to drip thru the length of cable , very smooth / easy function .  have also added small pull springs to my cable levers , to constantly assist cable movement , pull . like having a very smooth easy  cable . definetly works , pete
