Does anyone know if the drive belt on a 312-8 sits on top of the foot board little piece that sticks out I can't see any way that it would not  but does not look right I installed a new belt and it look like that is how it goes any idea if that is correct

With the clutch depressed the lower portion of your drive belt should rest on the lower belt guide of your belt guard.

That looks correct, the belt guard lip supports the belt when clutch  is pushed so the belt will slip on the engine pulley.
