75 C160 PTO Clutch Adjustment

Should the PTO Clutch assembly continue to spin when disengaged?  Is there a spring that should push the assembly against the break?

I think I have a loose bracket at the top of the assembly.

the small brake pad should be adjusted to just stop the bell from turning when disengaged.

:text-yeahthat:if the PTO brake is still on the tractor.  Neither one of my tractors have a PTO brake.  The PTO bell does not spin when disengaged if there is a belt driven attachment on the tractor.  If there is no belt, it is a 50/50 chance if the bell spins or not.
