carb or govenor question k 91

my suburban 400 runs good .. but on fast rpm I cannot keep it from pulsing high too low rpm;s it does have a new carb and ive adjusted both the low and high mixture screws but just  can not seem too get rid of problem?

Sounds like the "high speed" needle needs opened a little bit more.

I don't think it's a carb issue anymore. I'm thinking it's a spring going to the governor or ?? I  know lots looked at my issue but not anything much for suggestions other than adjust carb. Something is causing it to go from high to low rpm s I just don't think its the carb

Loosen the nut on the governor arm.  Turn the governor shaft as far as possible counterclockwise.  Pull the governor arm back as far as possible and retighten.  Might just be out of adjustment a little.

Mine wanted to race all the time when I first got it - doesn't take much to get the governor out of adjustment.  Hope that helps your problem.

Oh whatever I just did fixed it I think the spring was a little wore I tweaked the spring some and adjusted the governor world of difference thx everyone
