That's a 1960 400 Suburban. Perry.

The ID tag (which only had a serial number) once lived between the engine control levers, which were originally mounted in the rectangular opening near the rear of the hood.

See this post:

Most of these were equipped with a 4hp K-91 Kohler with recoil start.

Jason has a picture of his nice 400 here: http://www.wheelhorseforum.com/index.php?showtopic=951

Perry it looks like a 1960 Suburban 400 to me?

If there are provisions for a battery hold down then maybe a 550...?

Looks like a nice find & the diamond turfs are semi rare & only used on that year..."I believe?"

I guess I was awake this time, Stephen!

The 550 has two small holes in the left front area of the toolbox to mount the starter solenoid. There was also a +/- 3/4" hole in the hood to the right of the steering shaft hole for a split key ignition switch. (I can't see that area very well on this tractor though. )

The hood has been moved forward for some reason, because the steering wheel shaft is behind the original hole in the hood. That's also a nice place to relocate the throtttle lever -- right in the middle of the hood! :D

My "good" 551 had the diamond tread turf tires, so I'd guess '60 & '61 were two years they were offered.
