What are the slots for?

I just finished repairing my 05-42MR01 mower deck. I repaired the stress cracks and welded reinforcement plates over those areas. While I was cleaning off the underside I noticed that there are two large voids, one on either side, and they were FULL of crud and corruption. It seems like a great way for the deck to collect debris and hold moisture thereby causing rust and rot.

 

Does anyone know what these voids are for and why there are slots/ vents that leave them exposed?

Are those carriage bolts there? The slot might be so as to get them in and out.

Okay, duh, I guess I over looked that for sure. I bet you're right. I might then say that there's a planning error in the design. lol

Assembly ease was probably the overriding design decision factor.  They probably didn't expect them to last this long....
