I first use a steel brush on a drill or angle grinder. Then sand it smooth using sandpaper.

To have the rim turning, we had a garage back in the day and the machine for laying tires up rims is still working, so I use that.

And about the tractor itself, I am very curious as I am planning on repainting my black hood in the summer.

Don't looking forward to doing this:

I also use an orbital sander on the tractor parts that are big enough…

I picked up a cheepo sand blaster at Harbor store. Works great on wheels.
