The voltage fluctuates in the spark plug wire cap when I turn to start.    With the spark plug connected to the plug wire and laying on the cylinder head is there a spark that will jump toe >035" gap? No

just not turning over (starting)  After attempting to start the engine is the tip of the spark plug wet with fuel? No, but haven't checked it immediately after trying to start it.

thoughts?        Did this problem exist before the carburetor rebuild?     Yes

Get a spark tester before doing anything else. I repeat:  laying a plug on a head and checking for spark really doesn't work well all the time. Corroded aluminum head fins are a poor ground. Get a spark tester.

There is enough power inside the spark plug cap thing to light the continuity tester, but not the spark plug tester.

could this be a coil problem?

You had mentioned that the coil had gotten hot. There is a possibility that the coil is damaged. You can get a new coil from Tractor Supply Co. It is very important that you get a 12v coil with an internal resistor.  Napa would also be a good source for a coil.

I know I have left it on run several times. Like for hours.

i work at an auto parts store partime and when someone needs a coil for Kohler points ignition engine i get them Primeline part # 7-01634

that's the number that Napa would use , but as said any coil  as long as it's 12 volts and internally resisted  should be fine

I hate when that happens.  Cannot see your cable from here but to regain some friction, spray parts cleaner at the dash end mechanism several times.  Work the cable while spraying.  I prefer the chlorinated type for the best cleaning.
