I bet it's a seal puller, they did mostly automotive tools but later branched into refrigeration too.

I just looked at some images on the web but didn't see anything like that in the T kit.  Might be a rarity.

 

When I installed the new front tires on my 175 last week I used the Model T tire spoon that I have here.  I've got several of the tools from that kit in my collection.

Found a listing that says maybe a valve grinding tool of a sort.

About half way down is a "valve grinder attachment".

I figured it out!!!  Your getting close, 

It has do with cars, it's not valve grinding or anything with the engine....  I will keep this going unless you want me to blab what it is!

My wife's family played a lot.  One time, her older brother got so fed up loosing to his grand dad that he threw that deck of cards in the lake.  To pull her brother's chain, my wife took another deck of cards and put them in a bucket of water.  Later that weekend, we then took the kids out on a boat ride, along with the soggy deck of cards.  When we got back, we sent the boy's and the soggy cards to find uncle Steve and show him what they 'found'.

With the adjustable arms, it seems like a measuring/testing tool, especially with that little point sticking out, but the pivot seems too loose and there is no screw hole for holding what goes in the square socket so that must be in compression when in use.
