Anybody got a close picture how the lever mine ben welded Where the spring is in the bottom

Welcome to the forum.

Sounds like you are asking about the lift lever.

There is an illustrated parts list here that may help. May be the wrong model year as the Commando name was used longer in Europe than in North America.

Click on the picture and download from that page.

More questions just ask.

Its welded in the bottom

so the knob in the top isnt do anything .

I would like to know how its attached in the bottom to see if i can  rebuilt it 

 

This is my first wheelhorse its very unusal here in sweden

There is a roll pin holding the rod in the block or supposed to be.  It might be that the rod or the block is rusted fast soak with rust penetration or use heat to break it loose.

          The lift lever is welded to the shaft.

The top push button released with the spring pushing the block up and locking the lift lever in the raised position.

The top push button depressed pushing the block down and releasing the lift lever so it can be lowered.

Item #59 is a 933168 roll pin 5/32" x 13/16". (3.969mm x 20.638mm)

Adding

If you remove the spring and the cap at the top of the rod the block may drop down far enough you can drive the pin out using the hole on the outside of the lever.
