D-180 Motion Control Lever question

I have seen a couple of D series tractors with dual slots for the motion control lever but this one has the lower slot blocked and it "looks" original?  Did Wheelhorse do this or did the owner do this and why was it done?

Early D's (and 18 Auto's engaged the parking brake with the motion control lever moving into the lower slot..  By late 1974 they moved the parking brake to the lower instrument panel. They still used the same 2 slot hood stand.  Mine is a 74 two slots but brake on the IP.  To avoid issues some dealers and maybe WH started blocking out the lower slot. Mine is still open
