To me it looks like an attachment device to connect a harness to the singletree of a horse drawn wagon.

I did a Google Search for a visually similar item and they thought it was a serpent (snake)!      :ROTF:

Looks somewhat like a tow chain that you would use on a car. You'd put that one end in a hole in the frame. 

To lock it in place

I have seen longer ones used for gate latch. That could be used as a wheel stop for a spoked wheel.

Sorry to keep you guys guessing without any new clues, but I promised to take Mrs. K out for dinner.

I just got back ready to give you a couple clues, but I think we already have a winner.See the source image

 

The wagon chain brake was used to provide wheel traction when descending a hill with a heavily loaded horse drawn wagon.

One or both  rear wheels were locked with a chain and this chain was wrapped around the rim at the bottom to provide the traction.

 

Thanks to everyone for your entries , but Jay Paxton @JPWH gets the attaboy.      WTG Jay.

 

This particular chain belonged to Mrs.Ks Grandfather Charles Sheffer.   He was a farmer that only used mules for pulling.
