I was recently given one like that and it has that flange welded on the rear lip. I have the very same flange on mine and thought it was somebodies add-on so it must be original. But found a manual that shows it to be a factory designed "anchor" that is supposed to dig in the ground and complete the dumping process when you continue to back up and raise the cart wheels off the ground.
