I would do a big electrolysis tank to de-rust it.

wire wheel the rest

PPG primer, single stage PPG Wheel Horse Red

Prepping properly is the most important step

I'd use ruatoleum self etching primer and your favorite wheel horse red selection.

I often use rustoleum truck bed liner over primer on hard use surfaces then topcoat with color. Leaves a nice mildly abrasive surface which should be more durable than just finish coat. I've done this on all my body armor for my jeep. I'd recommend this process for the inside of trailer!!

No easy way to prep it other than electrolysis or paying for sandblasting.  2nd best and perhaps quite adequate is removing the worst of the rust and priming with something like Rustoleum 769 and then topcoating with color.  I've had great success with 769.

I would opt for sand blasting in my area as I am sure it would be cheaper.

yea i know that be best but limited money here. i got a couple rust holes to fix but be easy to do. going to do what i did to 502 and use jb weld epoxy to fill pits then ill sand it down and be good. its a 1964 dumpcart. and we are wanting to make it look better i already have a plan put together.
