GOVERNOR K161

Good evening friends, I have many doubts about the Kohler k161 engine I am familiar with diesel engines but not with those of gasoline. My K161 I think there is something wrong with the governor, the lever does not back through the action of the dock, it stays in the position that you put it with your hand. Also the disk that has holes is fixed and does not rotate, is it correct?
I also think that the previous owner had misplaced the cable accelerator etc.
The k161 when I started it stopped I did not keep the gear. I put pictures of the cable placement I had.

Disc with holes should rotate, cable should be in the lever on the disc not the governor lever.

Your throttle able should connect to the tab I circled

Looks like the spring for the disc is missing

Forgive for not answering or thanking you.
I'm going to have to check my governor because the disc is fixed and does not spin.
I hope you do not miss any washer or spacer.
Is there any manual to disassemble the governor and parts list of the kholer engine?

Thanks a lot tomorrow I'm going to the village, where I have the Kohler, I'll try to see why the disk does not spin, I hope I do not have to disassemble the whole engine.

Hi friends, I finally found the fault, the previous owner misplaced the disk of the governor so that it would remain seized

Anybody know exactly which hole the pin goes in.  Is the function of the throttle bracket to open or close the throttle?  Does the Throttle bracket go above or below the pin?  If so does it help increase the speed if not, below the pin and help slow the engine down.? This diagram shows the pin in the last hole, mine wasn't that way.  Any help is appreciated.
