The check valve in the fuel pump is not working. You could take it apart and clean it, or do as many others have done, and replace it with an electric fuel pump. This is a typical problem with tractors that have the fuel tank under the seat pan.

Keeping the fuel tank topped off may help too.

:text-yeahthat:  Just fill the tank so the fuel level is above the fuel pump.   Most of the valves in these pumps do not seal well enough to keep the fuel from draining back into the tank over time.

Another cheap fix for this is putting a inline fuel shut off valve on before the fuel pump so it can not drain back to the tank

I put in a electric fuel pump with an off and on switch. I turn the pump on for a few seconds before

I turn the ignition key it fires right up and shut the pump off.

If you do go electric, get a pump with a max of       3 psi... don't want to blow the seat out of the carb  :)

You could shut the tank valve off.        Wayne

I would go with the electric fuel pump but as stated above by Jerry 77, don't go over 3 psi on the pump.   :twocents-02cents:
