416-8 Onan 16hp lost spark

I have a 1990 Wheel Horse 416-8 tractor with the 16 hp Onan twin cylinder.  This tractor has always run perfectly, but I pulled it out today to start it and there is no spark to the plugs.  It ran fine when I put it away last week.  The battery is new, I have battery voltage to both sides of the coil, I checked ohms between the + and - on the coil with power off and it's 3.4 Ohms, if I turn the engine by hand, the neg side of the coil goes from 12v to 1v and back to 12v.  I believe that is what it is designed to do.  The plugs are new and both lost spark at the same time, so I assume plugs or wires are not the problem.  At this point, I'm a bit lost.  Is there a better way to check the coil?  Also, I believe this is an electronic ignition set up an NOT points and condenser.  Is there something like a crank sensor which signals the coil when to fire?  HELP!!!

I don't have a wiring diagram in front of me, but be sure all of your safety switches are working, and check your fuses and the fuse block.

EDIT: Here is the wiring diagram for the spark circuit.

Check your seat switch, and make sure the PTO is disengaged. If the fuse is okay, check the fuse block as it can get corroded and cause problems,

i do not see that you checked the secondary side of the coil.
also, for the primary side the wires MUST be removed,
and the initial resistance of the meter must be subtracted.

ALSO, the manual states the plugs MUST be removed. ( for SAFETY )
